Sumario:Global society is a society of risk. It transforms behavior patterns rapidly and causes profound territorial changes. The natural environment has taken a new dimension as the space of risk, under the implementation of activities that have not taken it into account. And societies, in many areas of the planet, have been transformed into risk societies episodes that generate extensive economic damage and loss of human lives. In this context there is a new stage of uncertainty has emerged: the greenhouse climate change, which involves two major effects on a planetary scale: decreasing volumes of available water in large parts of the world and increased irregularity in the functioning of the Earth s atmosphere, representing an increase of episodes of extreme range. Climate change and natural hazards are closely related phenomena. The global risk has increased in recent decades due to increased vulnerability and exposure of populations to natural hazards. Spain is a good laboratory for studying this process, due to the accelerated economic and territorial changes experienced over the last two decades. Risk reduction requires sustainable and rational spatial planning measures and, in the European context, legal regulations linking its reduction with spatial planning have emerged.
