Sumario:Critical Infrastructures such as telecommunication, electricity grids, food supply chain, water distribution systems, healthcare and hospitals networks, road, airport, bridges and ports; provide services that are vital for the correct functioning of countries and modern societies.Is a well known fact that even EEUU has delay in the investment on his own infrastructure, and additionally a demands for new smart and resilient approach are claimed to government. Some new constraints like environmental sustainability, energy efficient, climate change redución, and social equity in the conception and use are appearing everywhere. In the specific case of Latin America, the difficulties to obtain financing, together with the use beyond the capacities with which they were designed; lead to the maximum use of technologies so that infrastructures can be smarter. But the opening of these solutions also open doors to the bulwark for cyber-attacks and greater complexities in management.Programs of the European Union, led by the Technical University of Delf, call this the "New Generation of Critical Infrastructure".This project is based on two hypotheses. The first [1] one holds that it is possible to improve resilience and reduce vulnerability through the use of ICT paradigms in most of the region's infrastructures. The second [2] hypothesis is that by providing the decision maker, shareholders and stakeholders with models and methodologies, it is possible to identify training and collaboration networks that increase the synergy between technology (hardware and software) and the human response (human-ware) to extreme phenomena and threats.From the point of view of this project, this constitutes a research space that could be identified by game theory and good practices and useful recommendations for our environment.1 - Hipothesys Robert Hassink, Arne Isaksen & Michaela Trippl - ISSN: 0034-3404, Prof.dr.ir.
