Sumario:Decentralization, within the framework of neo-liberal politics, was conceived as a reformation of the political/administrative role of the State and therefore minimizing its involvement, represented under the key term of "localparticipation". However, this applies only in formal terms. The particuIar case of decentralization policies in reference to irrigation within the province of Mendoza, have not been the exception. This brings us to analyze the microcosms and informal social networks that bring upon this unequal participation of the different users of irrigation water, in any decisions regarding this resource, based on its trajectory and social, economic and cultural capitals.
