Energy is central to economic growth and environmental sustainability. The
contribution of this paper is to identify and analyze the policies aimed at facilitating energy
access to the most vulnerable sectors of the argentinian population. To this end, the
PERMER program will be studied. It has a satisfactory performance, however, it is
recognized that it was initially imposed by international organizations and that its application has a partial view, being transferred as a "closed package", without considering it as a process of co-construction between the different actors involved. From this work it is concluded that the aforementioned policies should be rethought from the perspective of the Technologies for Social Inclusion, since the environmental and social problem addressed is of a multidimensional nature. Therefore, the energy policy plans that seek to solve it should have the same attributions. La energía es fundamental para el crecimiento económico y la sostenibilidad ambiental. El aporte del presente trabajo es identificar y analizar las políticas dirigidas a facilitar el acceso energético a los sectores más vulnerables de la población argentina. A tal fin se estudiará el accionar del programa PERMER. El mismo posee un desempeño satisfactorio, sin embargo se reconoce que fue en un principio impuesto por organismos internacionales y que su aplicación tiene una mirada parcial, siendo transferido a modo de “paquete cerrado”, sin considerarlo como un proceso de co-construcción entre los distintos actores involucrados. Desde este trabajo se concluye que las mencionadas políticas deberían repensarse desde la óptica de las Tecnologías para la Inclusión Social ya que el problema ambiental y social abordado es de carácter multidimensional. Por lo tanto, los planes de política energética que persigan resolverlo deberían tener las mismas atribuciones. |
