| Sumario: | The purpose of this article is to show how in the legal disputes between local mayors and gambling practitioners, there was a circulation of legal and procedural information that consolidated a legal culture between popular sectors and state agents in charge of order. The methodology is based on a critical analysis of a documentary typology of summary files, police codes and appeal notebooks; examined from the perspective of social history forms of control. At the end, the strategies used by the prosecutors to hinder trials are presented as results, also the tools, inside and outside the law, that police chiefs used to face these attempts. It is concluded that on this dichotomy between mayors and players, a debate of ideas emerged forcing them to improve their judicial procedures knowledge. |
