Sumario:Aiming to deepen the analysis of the consensus bouilding around the state reform in Argentina, the purpose of this article is to reconstruct the positions adopted within the legislative power in the projects for the sale of public companies presented in congress between 1983 and 1989. In this sense, the paper intends to cover a relative vacancy in the literature on supporting reforms, assuming the Congress's approach as a fundamental actor and a period prior to the effective decision making on the public companies’ privatizations. To achieve the proposed objective, based on a qualitative analysis, we consulted the records of the parliamentary procedures and the journals of sessions of the national Congress between December 1983 and July 1989. Also, we used public discourses in the press around the significant dates linked to the presentation of the projects. From the analysis of these sources, it is possible to observe the gestation and orientation of agreements on structural transformations that came up from the debates and deliberations to which the legislative proposals gave place.
