Interfaz urbano-rural, zona metropolitana de Mendoza, Argentina Gudiño, María Elina Usos del suelo mercado Estado zonificación instrumentos económicos Uses of land market State zoning economic instruments The uncontrolled urban expansion leads to strong speculative real estate pressure and consequently to the disappearance of small farms.The focus is on the urban-rural interface of the metropolitan area of Mendoza, Argentina, in which it is tried to demonstrate that this phenomenon is due to the normative instruments applied to order the land uses have not been able to regulate the urban land market nor conserve agricultural land. The competitive relationships of the land market and the differentiations that arise between land uses are analyzed and the role of the State is addressed to correct imperfections and speculative biases. The theoretical contributions of Ciriacy-Wantrup make it possible to assess the contributions of Territorial Planing to plan and regulate land uses through the application of instruments proposed in Law Nº 8051/09 Territorial Planning and Uses of Soil of Mendoza. Although the results achieved can not be generalized, as it is a case study, the applicability of the methodology to other cases of similar characteristics is verified and new contributions are provided to the problem, contributing to maintaining the conditions of urban and rural sustainability and improve the living conditions of those who live in urban-rural interface. La expansión urbana descontrolada lleva a una fuerte presión especulativa inmobiliaria y consecuentemente a la desaparición de pequeñas explotaciones agrícolas. La atención se centra en la interfaz urbano-rural del área metropolitana de Mendoza, Argentina donde se demuestra que este fenómeno se debe a que los instrumentos normativos aplicados para ordenar los usos del suelo no han logrado regular el mercado del suelo urbano ni conservar suelo agrícola. Se analizan las relaciones competitivas del mercado de suelo, las diferenciaciones que surgen entre los usos del suelo y el rol que cumple el Estado para corregir las imperfecciones y sesgos especulativos. Las aportaciones teóricas de Ciriacy-Wantrup permiten valorar los aportes del Ordenamiento Territorial para planificar y regular usos del suelo mediante la aplicación de instrumentos propuestos en la Ley Nº 8051/09 de Ordenamiento Territorial y Usos del Suelo de Mendoza. Si bien los resultados alcanzados no se pueden generalizar, por tratarse de un estudio de caso, se comprueba la aplicabilidad de la metodología a otros casos de similares características y se brindan nuevos aportes a la problemática planteada, contribuyendo a mantener las condiciones de sostenibilidad urbana y rural y mejorar las condiciones de vida de los que habitan en interfaz urbano-rural.
