Sumario:The objective of this research is to propose an analysis instrument for public Higher Education institutions that are beginning the process of incorporating an institutional gender policy, considering the basic elements for its implementation. At first, the theme of the Institutional Gender Policy is contemplated and as theoretical support: public policies, gender theory, the gender perspective, the principles of equity and equality, and mainstreaming. With this support, a table of variables is created, divided into dimensions and questions for the analysis of the institutional context, the identification and assessment of institutional advances in the matter, as well as the perceptions of the actors involved in gender issues. It is important that Higher Education institutions work to incorporate strategies, programs and actions with a gender perspective to advance a more equal, fair and discrimination-free society, as well as gender-based violence.
