Sumario:In 2013, Argentina passed Law 26899, which requires the entire State-funded scientific and technological system to publish all its production in open access (OA) repositories. This article examines the different lines in the debate on the OA concept that nurtured the shaping of that pioneering statute. The complexity of the concept arises from the various currents involved in its promotion. The debate included contributions from the global movement, local practices, the professional ethos of librarians and the democratic tradition of Argentina’s public university system.
