This article shows a qualitative-quantitative analysis of the primary and secondary educational offer in the 24 municipalities of the Buenos Aires suburbs. We are interested in showing tensions between the expansion process of the offer in terms of overcoming the inequality gaps in the access and the necessity of new dynamics of differentiation in a context in which educational fragmentation is articulated with the increasing presence of the municipalities as actors in the school field. Through the processing of official statistical data, we analyze on the one hand the differential expansion to access to schools for different social groups in Buenos Aires' Metropolitan Area while on the other hand we evidence the selective presence from the State in the municipalities in function of the living conditions of its citizens, taking into account the study of the private andgovernmental educational offer. Finally, we examine the right to education senses which lie beneath the answers given to the local educational conditions, built bythose in charge of the educational area of the municipalities related to pending challenges and the resources that each municipality of childhood and youth. This work is the product of the subline about education from the interinstitute investigation program "Childhood, adolescence and youth" of General Sarmiento National University. |

El artículo presenta un análisis cuali-cuantitativo de la oferta de nivel inicial y secundario, de los 24 municipios del conurbano bonaerense. Nos interesa mostrar la tensión presente entre el proceso de ampliación de la oferta en términos de superación de las brechas de desigualdad en el acceso y la emergencia de nuevas dinámicas de diferenciación en un contexto en el que la fragmentación educativa se articula con la presencia cada vez más relevante de los municipios como actores del campo escolar. A través del procesamiento de datos estadísticos oficiales, analizamos, por un lado, la ampliación diferencial del acceso a la escuela en el Conurbano Bonaerense para distintos grupos sociales, y por otro, evidenciamos la presencia selectiva del Estado en los municipios en función de las condiciones de vida de su población, a partir del estudio de la oferta estatal y privada. Por último,examinamos los sentidos acerca del derecho a la educación que subyacen en las respuestas que, frente a las condiciones de escolarización locales, construyen los responsables del área educativa de los municipios en relación de los desafíos pendientes y los recursos que porta cada municipio en atención a las infancias y juventudes. Este trabajo es producto de la sublínea sobre educación del Programa de investigación Interinstitutos "Infancias, Adolescencias y Juventudes en Argentina" de la Universidad Nacional de General Sarmiento. O artigo apresenta uma análise qualitativa-quantitativa da oferta de nível inicial e secundário dos 24 municípios da Região Metropolitana de Buenos Aires. Estamos interessados em mostrar a tensão atual entre o processo de expansão da oferta, em termos de superar as lacunas de desigualdade no acesso, e o surgimento de novas dinâmicas de diferenciação em um contexto no qual a fragmentação educativa é articulada com a presença cada vez mais relevante dos municípios como atores do campo escolar. Por meio do processamento de dados estatísticos oficiais, analisamos, por um lado, a expansão diferencial do acesso à escola na região metropolitana de Buenos Aires para diferentes grupos sociais, e por outro, evidenciamos a presença seletiva do Estado nos municípios em função das condições de vida de sua população, a partir do estudo da oferta estatal e privada.Por último, examinamos os sentidos subjacentes acerca do direito à educação nas respostas que, diante das condições locais de escolarização, são construídas pelosresponsáveis da área educacional dos municípios em relação aos desafios pendentes e recursos que cada município possui em atenção à infância e juventude.
