Sumario:This article is part of the research carried out as a doctoral thesis entitled "The Habitat in the Policies and/or Land Management Plans of Argentina, Chile and Ecuador". It addresses the theoretical-methodological framework to develop the specific objectives and criteria that are considered necessary on land planning policy for the achievement of an adequate human habitat. The research investigates different theories to come up with a theoretical-methodological link of a deductive type that allows to make a relational conceptual model between Sustainable Territorial Development (DTS), Land planning (OT) and Adequate Human Habitat (HHA), which is called Land Planning System (SOT). This model makes possible to identify the criteria that are considered necessary for an OT Policy in order to achieve an HHA. Once they have been defined, they are verified in relation to the context in which the OT and Habitat Policies and/or Plans of each selected country are inserted, in order to later apply them in the specific analysis of the content of the OT Laws and Plans at the national level. Based on the knowledge obtained, contributions and recommendations are presented to be applied in OT policies.
