Sumario:This article seeks to analise the process of implementation of two great urban interventions in the city of Mar del Plata, done between 2013-2018, under the Emerging and Sustainable Cities Program by the Interamerican Bank of Development. The first intervention is called “Calles para la gente” and its, roughly, the revalorization of a open-sky mall center. The second one, are the so called Polideportivos Barriales: five public equipments built in peripheral neighborhoods. With this in mind, the purpose is to question this process parting from three guidelines provided by the ESC-IBD, regarded as “good practices” of governability and sustainability. These guidelines are: a. Democractic Management, b. Capture of the urban surplus value and c. Complementarity between state and market. In order to achieve these gold, quali-quantitative techniques were used, as well as primary sources, such as interviews with civil servants and other key actors. As for the secondary sources, budget lines, local press articles and various pertinent documents were also analyzed
