Sumario:The objective of this exploratory work, is to investigate the socio-environmental dimension as one of the constituent axes of the urban problem of the Rosario Metropolitan Area (AMR) affected by the existence of the Paraguay-Paraná waterway and how this dimension is addressed from the urban planning in charge of the Metropolitan Coordination Entity (ECOM) and object of actions of environmental movements. The methodology is qualitative based on the analysis of official documentary sources, interviews and field observation. The analyzed information allows us to know that among the socio-environmental problems stand out: environmental vulnerability, deficiencies in the provision of services, excessive and dispersed extension of urbanization, collapse of ravines, lack of public spaces and lack of equipment, among others. The current planning instruments incorporate them in a very general way and there is a lack of proactive actions. For its resolution they face difficulties due to the absence of legal support from metropolitan planning and environmental impact studies. As for the institutional relationship between government agencies and social movements, this is practically non-existent. A topic that we incorpórate into the research agenda for the future.
