Sumario:This article starts from the idea linket to the relative crisis in which cultural policies are found at the national and regional level, asking us to what extent the perspective and practice associated with culture as a public problem could become a way forward in this context. In order to critically analyze the challenges that the cultural field presents today, we have worked with authors who historically approach the cultural question, particulary from an anthropological perspective. Although only briefly, we return to the ethnographic work carried out in the House of Popular Culture located in Villa 21-24 of the city of Buenos Aires (2014-2019). Based on this, we observe the appropriation processes linked to the cultural institutionality and the disputes generated by other appropriation mechanisms carried out by the House's habitual subjects (particularly young people). The empiricism has allowed us to reflect on cultural policies in crisis and the challenge of staging culture as a public problem.
