Sumario:The environment breaks into all levels of government, which through law implement a set of policies that end up affecting it. The main pillars of Argentine environmental law were developed, at the end of the 20th century, in a convulsed socio-political context that resulted in a series of institutional changes that ended up giving prominence to the municipalities.In the province of Córdoba, the existence of inter-jurisdictional areas between localities and the political-normative organization constitutes a particularity that conditions the scope of the governance of the territory. The analysis of the evolutionary framework of the regulations of different scales, showed that the ordinance of "Urban Rurality" of the city of Villa María-Córdoba, results in a significant regulatory advance that makes it possible to test a more sustainable governance paradigm, oriented to the redefinition of the environment itself.
