Sumario:In the present work we analyze the process of ethnic identities claim that has gained strength in our country in recent decades, although for a few years this process seems to have entered a regressive stage.From a critical perspective, problems present in official discourses and institutions are reviewed, either because they do not know the conditions of daily life of sectors that are intended to be included, either because they fall into the trend of their minimization and devaluation, or because they are treated in a ahistoricalWe consider that the proposals of Sousa Santos, Fornet Betancourt and to some extent that of Ricoeur on the necessity of the constant practice of translating between cultures, with the active participation of the members of the "disadvantaged", offers a possible way of opening up dialogues, which must start from the symmetry of conditions between the interlocutors.We analyze recommendations of Resolution 119/10 of the Argentine Federal Council of Education, in which progress is made on guidelines for the implementation of Intercultural Bilingual Education, considering that the complexity of the issue prevents it from being exclusively assigned to the responsibility of educational institutions, whose history and tradition has not prepared them for such a complex task.
