I11-R110article-10402020-08-24T14:33:01Z Ethnic identities and interculturality Identidades étnicas e interculturalidad Rubinelli, María Luisa identidades étnicas acuerdos y leyes traducción interculturalidad ethnic identities agreements and laws translation interculturality. ethnic identities agreements and laws translation interculturality In the present work we analyze the process of ethnic identities claim that has gained strength in our country in recent decades, although for a few years this process seems to have entered a regressive stage.From a critical perspective, problems present in official discourses and institutions are reviewed, either because they do not know the conditions of daily life of sectors that are intended to be included, either because they fall into the trend of their minimization and devaluation, or because they are treated in a ahistoricalWe consider that the proposals of Sousa Santos, Fornet Betancourt and to some extent that of Ricoeur on the necessity of the constant practice of translating between cultures, with the active participation of the members of the "disadvantaged", offers a possible way of opening up dialogues, which must start from the symmetry of conditions between the interlocutors.We analyze recommendations of Resolution 119/10 of the Argentine Federal Council of Education, in which progress is made on guidelines for the implementation of Intercultural Bilingual Education, considering that the complexity of the issue prevents it from being exclusively assigned to the responsibility of educational institutions, whose history and tradition has not prepared them for such a complex task. En el presente trabajo analizamos el proceso de reivindicación de identidades étnicas que ha cobrado fuerza en nuestro País en las últimas décadas, si bien desde hace unos años ese proceso parece haber entrado en una etapa regresiva.Desde una perspectiva crítica se revisan problemas presentes en discursos e instituciones oficiales, sea porque desconocen las condiciones de la vida cotidiana de sectores que se pretende incluir, sea porque se cae en la tendencia a su minorización y desvalorización, o porque se los trata de manera ahistórica.Consideramos que las propuestas de De Sousa Santos, Fornet Betancourt y hasta cierto punto la de Ricoeur sobre la necesidad de la práctica constante de la traducción entre culturas, con participación activa de los integrantes de las "desfavorecidas", brinda un camino posible de apertura de diálogos, que deben partir de la simetría de condiciones entre los interlocutores.Analizamos recomendaciones de la Resolución 119/10 del Consejo Federal de Educación argentino, en que se avanza sobre pautas para la implementación de la Educación Intercultural Bilingüe, considerando que la complejidad de la cuestión impide que sea exclusivamente adjudicada a la responsabilidad de las instituciones educativas, cuya historia y tradición no las ha preparado para tan compleja tarea.
